Reusing toilet paper in another country, a philosophical problem or a no brainer?

Have you ever been in a public restroom, defecated messily, and discovered there was no paper of any kind to be had? No Kleenex in your pocket or purse, no paper towels, not even an old fashioned cloth handkerchief to be sacrificed to the need for cleanliness. No bidet here, no hose with which to rinse. Where I live, you could look into the basket provided for used papel higenico and choose the least used to solve your present dilemma. Would you do it? Is there an alternative, other than resigning yourself to sitting in moist brown, not to mention stinky, underpants for the rest of the day?
I would. I have. I would again. But I do make it a point to carry some paper with me now.
Another day, another challenge faced and conquered.

I think I might have done this once, but have since sup-pressed the memory into my imagination.
