Depends. If you buy it from someone who hosts you on their server, they might also provide you with an interface to uploads html documents from your 'puter. Otherwise you would need software which does that for you (if they don't provide that interface).
On the other hand, if you rent it from someone who doesn't provide server space, you gotta find a place to store whatever it is you want to Web World Wide.
Now, you could just forward your domain to another address (like here, for example; assuming whoever you bought/are renting it from provides that service. But that is pretty pointless (davidly.eu forwards to my diary, but to what end? I. Don't. Know.)

Okay, I think I asked the wrong question. What good purpose would a domain serve, for me, who have no business nor anything to promote? Why or how would a domain name be better than just a blog?
